This appears to be Japanese since it has a typical Japanese mountain/sea and tree themed etching on the front as well as what looks like Japanese characters on the side

The cup is Bakelite and there is porcelain cap inside

There is a little bit of rust around the lens area

These would need a thorough cleaning if you intend to use them
